Модернизация Западного Кавказа

Февральская 2012 года конференция регионального отделения в Краснодарском крае Всероссийской политической партии «Правое Дело» одобрила деятельность своего Политсовета первого созыва (2008 – 2012), не принимая решения о разработке нового варианта региональной программы. Таким образом, программа «Модернизация Западного Кавказа» остаётся в силе. В связи с этим мы вывешиваем её на данном блоге (на русском и английском языках).

МОДЕРНИЗАЦИЯ  ЗАПАДНОГО  КАВКАЗА

Региональная программа «Правого Дела»

1. Программа «МОДЕРНИЗАЦИЯ ЗАПАДНОГО КАВКАЗА» разработана Комиссией по партстроительству и взаимодействию с международным христианско-демократическим движением, религиозными и правозащитными организациями (далее Комиссия) Политсовета регионального отделения в Краснодарском крае (далее ПРОКК) Всероссийской политической партии «Правое Дело» (далее ВПП ПД) под руководством кандидата в депутаты Госдумы РФ профессора Н. Е. Алёшина при согласовании с председателем РОКК ВПП ПД Г. Г. Давитлидзе и при участии местных отделений партии (в г. Сочи – во главе с кандидатом в депутаты Госдумы РФ Л. И. Рубаник; в Апшеронском районе – во главе с шейхом Хасаном-ходжой Гуржи-оглы; в Славянском районе и др.). Данная программа принята всеми двадцатью четырьмя делегатами (из 33 избранных), присутствовавшими на конференции РОКК ВПП ПД 10.09.2011.

2. Общественно-политическая ситуация

2.1. Августовская 1991 г. революция создала современное российское общество, где доминируют идеи рынка, антикоммунизма, гражданского общества, правового и демократического государства. В этом обществе – по факту – доминирующим духовным и идентификационным элементом является Московский Патриархат («первенствующая церковь» по терминологии патриарха). Это общество рыхло и аморфно. Единственным фактором, обеспечивающим его единство и целостность, является железный обруч политических усилий правящей «Единой России».

2.2. Вне пределов этого общества находятся, стремясь его разрушить, пять основных деструктивных акторов:

2.2.1 сталинизм;

2.2.2. национал-социализм;

2.2.3. халифат;

2.2.4. сепаратизм (внутренний апосуверенитет);

2.2.5. внешняя агрессия (внешний апосуверенитет).

2.3. В текущий момент любая оппозиционность попадает в число инструментов, используемых вышеназванными акторами (2.2.1. – 2.2.5). Поэтому июньский 2011 г. съезд ВПП ПД постановил, что наша партия не является оппозицией. Наша задача – максимально либерализовать, демократизировать и модернизировать общество, описанное в пунктах 2.1. и 2.2. Мы хотим добиться того, чтобы граждане этого общества могли «ЖИТЬ СПОКОЙНО И НИКОМУ НЕ КЛАНЯТЬСЯ» (что имеет основание в 1 Тим. 2:2 и в Мф. 4:10).

2.4. ВПП ПД и её РОКК формируют свою программу на основе «Формулы СЪЕЗДА»: «Мы не оппозиция. Мы реализуем собственные оригинальные проекты». Эти проекты не могут противостоять проектам «Единой России», т.к. в этом случае они будут раздавлены противостоящей политической массой. Эти проекты не могут быть идентичны проектам «Единой России», т.к. в этом случае они не будут иметь электорального смысла. Эти проекты должны быть именно оригинальными и привлекающими внимание. Авторство ВПП ПД, её лидера, её известных членов в них должно быть явным  и неоспоримым. Именно из таких проектов и состоит программа «Модернизация Западного Кавказа».

3. Геополитическая ситуация  

3.1. Физико-географически Краснодарский край (с Адыгеей и прилегающей Абхазией) является западной частью Кавказа – Западным Кавказом. Он включает в себя западную часть Северного Кавказа (и Предкавказья) и западную же часть Закавказья (Черноморское побережье и прилегающие районы южных склонов Большого Кавказа).

3.2. Политически «Северным Кавказом» (Северно-Кавказским Федеральным округом) именуется сегодня северо-восточная часть Кавказа.

3.3. Уникальность Краснодарского края состоит в том, что он остался единственным выходом России к Чёрному морю.

3.4. Западный Кавказ – это инструмент, при помощи которого Россия решает свои задачи на средиземноморском и ближневосточном направлении. Только исходя из этого положения, можно понимать ситуацию, прогнозировать её развитие в регионе и предлагать программу его модернизации.

4. Модернизация гидросферы

4.1. Председатель Комиссии, работая в совместном англо-российском проекте (1991 – 1998 гг.) по моделированию глобальных изменений климата, сформулировал положение (1998 г.) о том, что в ходе XXI в. климат Западного Кавказа будет становиться всё более влажным; участятся такие явления как смерчи, оползни, наводнения, затопления, подтопления и т.д. Без принятия системы специальных мер гидротехнического, мелиоративного и водохозяйственного характера жизнь на значительных территориях Западного Кавказа станет невозможной. Указанное положение председателя Комиссии должно быть положено в основу всех планов и программ развития региона (от краткосрочных до долговременных).

4.2. Необходимы мероприятия по очистке и углублению чаш водохранилищ, русел рек Западного Кавказа (самой Кубани, горных и степных рек) с обязательным периодическим изъятием из них инертных материалов.

4.3. На основе плотины «Кубанского моря» (Краснодарского водохранилища) необходимо создание Краснодарской ГЭС. Без неё город задыхается от недостатка электроэнергии. (Необходимость такой ГЭС была обоснована трудами научной школы Е.П. АЛЁШИНА, на основании которых создан крупный водохозяйственный комплекс на Кубани, включающий Краснодарское водохранилище объёмом 3,5 млрд. куб. м и 240 000 га инженерных мелиоративных систем; проект предусматривал ГЭС – но комплекс был введён в эксплуатацию без неё в 1976 г., в 1977 г. за его создание была присуждена Госпремия СССР в области науки и техники.) Завершение названного гигантского комплекса путём создания Краснодарской ГЭС – прорывной шаг в модернизации гидросферы и энергетики Западного Кавказа.

4.4. Необходимо вернуться к проблеме компенсации тем лицам, которые были перемещены из своих населённых пунктов при строительстве чаши водохранилища (4.3). Водохранилище жизненно важно – оно почти ежегодно спасает Краснодар и низовья Кубани (2 млн. жителей) от катастрофических наводнений. Это означает, однако, что вынужденные переселенцы должны быть вознаграждены благодарным народом России. Предлагаем выделить каждому переселенцу по 10 га земли в качестве компенсации.

4.5. Необходимо углубить русла Кубани и Протоки в районах выхода в Азовское море – это обеспечит отсутствие зимних ледовых заторов на реках и связанных с ними наводнений, а также – что очень важно – позволит обеспечить активизацию судоходства на Кубани.

4.6. Необходимо восстановить сток Кубани в Чёрное море через Кизилташский лиман (бездумно уничтожен в конце XIX века). Это позволит улучшить судоходство (Краснодар станет черноморским портом); восстановит островной статус Тамани, что необходимо для воссоздания экологической стабильности Западного Кавказа; снизит риск наводнений (сброс избытка воды в Чёрное море); позволит восстановить циркумтаманское стадо осетра (с его черноморским компонентом).

4.7. Все прикубанские города должны стать портами системы река-море. Специальными баржами из них можно вывозить зерно и другие грузы (сегодня зерно идёт только через Новороссийск). По европейским рекам и каналам баржи ходят от Антверпена до устья Дуная. Предлагаемая система мер свяжет Западный Кавказ водным транспортом с системами речного судоходства Восточной, Центральной и Западной Европы.

4.8. Необходима «революция» в системе очистных сооружений, т.к. сегодня значительная часть городских стоков и стоков сельскохозяйственных предприятий Западного Кавказа сбрасывается в водоёмы (реки, море) безо всякой очистки.

4.9. Важнейшим проектом является ликвидация объектов – источников радиоактивного загрязнения воды и почвы на Западном Кавказе (в т. ч. объекта в городской черте Краснодара, объекта в Крымском районе и др.), помощь Абхазии в работе с «Красной Горой», жёсткий контроль радиоактивной безопасности грузов, ввозимых и вывозимых через наши порты. Проект разработан ООО «Радиационный контроль» при консультации председателя комиссии. 

5. Модернизация литосферы 

5.1. Литосфера («каменная» часть поверхности) Западного Кавказа используется сегодня крайне неэффективно. В середине 80-х годов XX в. председатель Комиссии сформулировал положение о том, что названная неэффективность обусловлена неверной стратегией строительства дорог, а именно: дороги строились вдоль Кавказа, а необходимы дороги, перпендикулярные направлению Большого Кавказского хребта. Отсутствие последних заставляет значительно удлинять «плечи» перевозок («петлять» вокруг хребта), увеличивает нагрузку на дороги, увеличивает загрязнение атмосферы. Более того, любой дождь и оползень способен отрезать черноморские города, связь с которыми осуществляется по единственной нитке приморской дороги. Это ставит под угрозу само присутствие России на Чёрном море.

5.2. Главные перпендикулярные дороги, которые категорически необходимо построить, это:

5.2.1. Абинск – Геленджик;

5.2.2. Майкоп – Дагомыс;

5.2.3. Майкоп – Красная Поляна;

5.2.4. Черкесск – Сухум.

При этом дорога 5.2.3. напрямую свяжет центр России с транспортным кластером (авиационным, морским, железнодорожным и т.д.), формируемым по оси Красная Поляна – Имеретинская низменность; пустит поток транспорта мимо Краснодара, даст толчок развитию депрессивных районов края.

5.3. Во избежание оползней в горах, дороги необходимо строить вдоль направления горных потоков, а не поперёк их. Противооползневая стратегия, таким образом, опять же требует строительства дорог, перпендикулярных к направлению хребта.

5.4. Физико-географически Кавказ и Крым составляют единую «Крымско – Кавказскую физико-географическую страну». Это натуральное единство должно быть подтверждено строительством мостового перехода через Керченский пролив.

5.5. Должна быть реформирована транспортная система Краснодара (долговременный проект – метро; оперативные проекты - скоростной трамвай по опыту города-побратима Краснодара – Карлсруэ, Германия; немедленные проекты – открытие сквозного движения в г. Краснодар по улицам, закрытым политическим безволием или злым умыслом, например, по ул. Гоголя, по улицам в районе Всесвятского кладбища и т.д.).

5.6. Краснодар должен стать центром авиационных сообщений с Украиной и Крымом, с Абхазией, с большим количеством городов Европы, России, Ближнего Востока. Это будет важнейший шаг в модернизации Западного Кавказа (в том числе – в уменьшении антропогенной нагрузки на его литосферу).

6. Модернизация биосферы

6.1. Самый громкий лозунг в истории Кубани – «Миллион тонн кубанского риса». Политически в советское время он принадлежал правящей партии. В новой России лозунг был вновь выдвинут (2010 г.) правящей партией – «Единой Россией» - и её краевым лидером. Однако РОКК ВПП ПД делает упор на то, что «миллион тонн кубанского риса» - это биологический и научно-технический продукт научной школы АЛЁШИНА. Технически такой рекордный результат был достигнут единожды в 1980 г.. Сегодня стоит задача: на основе новых научных открытий вновь достичь «миллионного уровня» и сделать такой результат нормой впредь. 

6.2. Одно из таких выдающихся достижений – новый сорт риса ХАЗАР (председатель Комиссии – соавтор сорта и автор знака его обслуживания). В 2010 г. он на площади в 30 000 га дал урожай в 210 000 т зерна (т.е. по 70 ц с га!). РОКК ВПП ПД полагает необходимым максимально широкое использование ХАЗАРА и других новых сортов злаков.

(Заметим, что с широким распространением сорта риса ХАЗАР корреспондирует тот факт, что национальный лидер России, посещая 10.08.2011 раскопки дворца Понтийского царя Митридата VI Евпатора на Тамани, заявил, что на территории нынешнего Краснодарского края обитали многие народы, в том числе и хазары - http://premier.gov.ru/events/news/16173/)

6.3. Необходимо широкое внедрение принципиально новых форм растений (скороспелые и холодостойкие мутанты подсолнечника; новые формы твёрдой пшеницы; введение в культуру «дикого риса» - Цицании; интродукция новых субтропических культур; активное использование селекционных достижений в декоративном озеленении и в цветоводстве, например, использование новых сортов ирисов, пионов, лилейников, созданных нашими волонтёрами, и т.д.).

Необходимо возрождение штейнгелевских традиций растениеводства и голицинских традиций виноградарства и виноделия.

6.4. Необходимы жесточайшие меры по охране реликта понтийской флоры третичного периода – можжевелового редколесья в районе черноморского побережья между Абрау-Дюрсо и Анапой; в том числе, на основании функционирования нового заповедника в районе Утриша.

6.5. В Чёрное море необходимо интродуцировать треску – ценную промысловую рыбу, кормовой базой которой являются медузы (сейчас последние стали бичом для отдыхающих, расплодившись на стоках, сбрасываемых в море, не имея природных врагов в данной акватории).

6.6. Необходимо восстановить черноморское и циркумтаманское стадо осетра и других осетровых рыб.

6.7. Необходимо продолжить активное размножение и расселение на Западном Кавказе восстановленной популяции зубра; интенсифицировать его изучение и наладить контролируемые и регулируемые экскурсии к местам его обитания.

6.8. Необходимо восстановить популяцию кавказского леопарда. Политическая компонента данного проекта и обоснование его общественной значимости принадлежат национальному лидеру России – председателю партии «Единая Россия» лично. Биологический же аспект данного проекта развивается с 1996 г. председателем Комиссии совместно с «Jersey Wildlife Preservation Trust» Джеральда Даррелла. Комиссия предлагает использовать идеи Даррелла (размножение редких и исчезающих видов животных в специальных центрах – аналогах вавиловских коллекций растений – с последующим использованием потомства для восстановления естественных популяций) и для восстановления популяций иных редких животных.

6.9. Прямая связь между проектом восстановления популяции кавказского леопарда на Западном Кавказе и партией «Правое Дело» подтверждена официальными публикациями итоговых документов публичных слушаний по бюджету Краснодарского края. Так что ВПП ПД с полным основанием может считать леопарда своим, пусть символическим, волонтёром. Этот волонтёр во всенародном голосовании, публично показанным по Первому каналу федерального ТВ, блестяще победил при состязании за право быть талисманом Олимпиады 2014 в Сочи, пусть символического, но медведя (27% голосов против 16%).

7. Модернизация ноосферы

7.1. Необходим ребрендинг Краснодарского края. Региональное отделение правящей партии использует в качестве краевого бренда слоган: «Кубань – казачий край». Комиссия рекомендует оставить этот слоган названной партии, а в агитационной работе ВПП ПД использовать собственный слоган: «Кубань – Кавказа истинная дочь, жемчужина России». Такой ребрендинг учитывает  те факты, что лица, причисляющие себя к казачеству, составляют менее 1% населения края; что территория Краснодарского края была казачьей областью лишь в период 1864 – 1917 годов (при том, что черноморское побережье было в это время особой губернией России); что национальный лидер включил в свою риторику термин «жемчужина России» (речь в Кисловодске, 04.08.2011).

Необходимо учитывать, что Президент РФ требует от местных властей проводить политику в интересах всех групп населения, а не какой-либо одной из них; а национальный лидер делает упор на общероссийский патриотизм. В этом смысле слоган краевого отделения правящей партии дальше отстоит от позиции руководства России, нежели предлагаемый нами слоган. Возникла уникальная электоральная коллизия, которую создали не мы, но которой мы обязаны воспользоваться: пусть за краевое отделение правящей партии голосуют те, которые считают, что «Кубань – казачий край», а за «Правое Дело» - те, кто полагают, что «Кубань – Кавказа истинная дочь, жемчужина России». Наш слоган больше соответствует формуле национального лидера (речь с Новороссийске 29.08.2011): «Мы – из многих этнических групп и конфессий Единая и Неделимая Российская нация!».

7.2. Необходимо – как элемент десталинизации – добиваться удаления из официальных герба и флага Краснодарского края изображений двух ленточек ордена Ленина. В историческом центре Краснодара - столицы Краснодарского края - необходимо создать внутригородской округ "Екатеринодар", вернув в оборот дореволюционное имя города.

7.3. Необходимо увековечить память лидеров Добровольческой Армии (Деникина, Алексеева, Корнилова, Драгомирова, Гейдена, Лукомского, Романовского и др.), ставка которых в 1918 – 1920-х годах находилась в Екатеринодаре (Краснодаре), фактически являвшемся тогда столицей либеральной и антикоммунистической Российской республики. Память Добрармии органически связывается с нынешним добровольческим – волонтёрским – движением; а память Деникина – с идеей «второго фронта» - широкого общественного движения, формируемого вокруг ВПП ПД.

7.4. Необходимо повысить статус общественного и государственного (в т.ч. структурного) взаимодействия с мусульманами Краснодарского края, в т.ч. опираясь на авторитетных исламских шейхов, разделяющих идеалы ВПП ПД, взаимодействуя с суфийскими орденами (Мевлявия, Накшбандия, Кадырия и др.) и т.д.

7.5. Необходимо учитывать, что ислам на Западном Кавказе неразрывно связан с Крымом. В связи с этим необходимо развивать контакты с меджлисом крымскотатарского народа, а также поддерживать номинацию лидера последнего Мустафы-аги Абдулджемиль Кирим-оглу (Мустафы Джемилёва – «Сына Крыма») на Нобелевскую премию мира. Необходимо учитывать, что Мустафа-ага – всемирно известный правозащитник и пацифист, духовный наследник Исмаила Гаспринского, Льва Толстого и Махатмы Ганди. В бывшем СССР по калибру с ним был сравним только Сахаров, а на постсоветском пространстве рядом с «Сыном Крыма» поставить некого.

В этом вопросе необходимо учитывать, что знаменитая – всколыхнувшая всю страну! – «Кущёвская бойня» (04.11.2010 – на «Казанскую») была ни чем иным, как истреблением семьи и гостей крымскотатарского фермера Сервера Аметова (всего убито 12 человек). Это событие также создало политическую коллизию, а именно: Президент РФ сместил генерала – начальника кубанской милиции, считая его ответственным за обстановку в крае, способствовавшую бойне, а Совет по правам человека при администрации края (в лице своего зампреда) публично (через «Российскую газету») осудил Президента за это решение.

7.6. Необходимо вернуть верующим историческую немецкую Евангелическую кирху в Краснодаре (памятник XIX века) и создать на базе её комплекса «Германский духовный, научный и культурный Центр для Юга России». Широко использовать для этого наши связи с ХДС, а также с городом-побратимом Краснодара – Карлсруэ (Баден, Баден-Вюртемберг, Германия), в т. ч. развивая возможность взаимодействия с КИТ («Карлсруэ Институт Технологий» - германский всемирно известный центр ядерных и нанотехнологических исследований, готовый к сотрудничеству с нами; при том, что Краснодарский край, мягко говоря, не блещет успехами в этих инновационных сферах).

7.7. Восстановить справедливость в отношении иных народов, подвергавшихся сталинской депортации и проживающих на Западном Кавказе (поляки, батумские курды – курманчи, хемшилы, турки-месхетинцы, греки). Поддержать их в культурно-историческом аспекте, а также в аспекте компенсаций.

7.8. Активно развивать антифашистские традиции Кубани. Проект «Кубань антифашистская» должен включить в себя увековечивание памяти «Краснодарских процессов» (1943 г. и последующих годов) и разоблачение тех, кто в рядах коллаборационистов воевал против Объединённых Наций.

7.9. Проект «молодые волонтёры» - поддержка самодеятельных молодёжных групп, разделяющих идеалы ВПП ПД. В первую очередь, это – группы молодых христианских демократов. Они исходят из того факта, что в «христианской» России абсолютное большинство людей, именующих себя «христианами», не являются демократами, а абсолютное большинство «демократов» не являются христианами. Поэтому молодые волонтёры действуют под лозунгом: «Сделаем христиан демократами, а демократов – христианами!».

7.10. Необходимо поддержать проекты молодых волонтёров по изучению влияния цитирования Библии лидерами западных демократий (США, Европа) в своих публичных речах на массовое сознание; по установлению прямых контактов с молодёжными крыльями христианско-демократических партий (в августе 2011 наши волонтёры впервые были приглашены в группу лидеров огромного международного христианско-демократического мероприятия для молодёжи в г. Бад-Бланкенбург, Германия; в нём лично принял участие председатель фракции ХДС в бундестаге Германии – Volker Kauder); по организации международных любительских веломарафонов (в августе 2011 г. наши волонтёры впервые включены в любительскую велосборную РФ для участия в пробеге «Париж – Брест Бретонский – Париж», где участвуют более 6 000 любителей со всего мира).

7.11. Необходимо развернуть проект по использованию в сфере знаков обслуживания возможностей, обусловленных тем, что нашего молодёжного лидера зовут Юра Ворошилов (кандидат в депутаты Госдумы РФ). Это даёт ему право разрешать использование брендов: «Ворошилов», «Ворошиловский волонтёр», «Ворошиловский стрелок» и т.д.

7.12. Необходимо развернуть кампанию по дарению от имени лидера партии (либо от её РОКК и т.д.) экземпляров Библии в новом русском переводе – это издание осуществлено в 2011 г. Российским Библейским Обществом при поддержке дружественных ВПП ПД религиозных объединений. Ни «Единая Россия», ни «первенствующая церковь» не используют этот проект. В то же время он уже оказывает мощное влияние на массовое сознание россиян (вал передач по федеральному ТВ, публикаций в СМИ и интернете). Остаётся направить это влияние на пользу ВПП ПД.

7.13. «Копа Дженовезе» - специальный проект, основанный на том, что г. Славянск-на Кубани (районный центр Краснодарского края) – это бывшая генуэзская колония Копа. Таких колоний по берегам Чёрного моря было около полусотни, в том числе, на территории сегодняшнего Краснодарского края – около десятка, а на территории Крыма и Абхазии – ещё около тридцати. Необходимо развивать эти традиции, в том числе, создать международное братство городов – «Копа Дженовезе» («Генуэзский Кубок»), куда бы вошли бывшие колонии Генуи по всему Средиземному морю.

Этот союз работал бы подобно культурно-историческому союзу городов Ганзы на Балтике. «Копа Дженовезе» - мост к средиземноморской культуре, к итальянской технологии и экономике для Славянска и других городов Западного Кавказа. Проект «Копа Дженовезе» базируется на данных фундаментальной монографии «Земля Адыгов» (изд. 2-е, ГУРИПП «Адыгея», Майкоп, 2004 г., 1004 стр., 200 рис., авторы: Шеуджен А.Х.; Галкин Г.А., Тхакушинов А.К. – Президент Республики Адыгея; Алёшин Н.Е. – председатель Комиссии; Кушу А.А.; Шеуджен Б.Е.), которая неразрывно связана с партией «Правое Дело».

7.14. Сочи.

Важнейшим для этого города является, несомненно, Олимпийский проект, который связан с «Единой Россией» и её лидером лично.

Комиссия, однако, предлагает для Сочи целый кластер оригинальных проектов, которые позволят городу и региону использовать Олимпийскую инфраструктуру и сооружения и после Олимпиады 2014. Проекты эти таковы:

7.14.1. «Сочи – древний христианский город». На территории Сочи – более 50 объектов, являющихся бывшими христианскими храмами (апостольской, византийской, генуэзской и убыхской эпох). Все их нужно привести в состояние, достойное объектов мирового культурно-исторического наследия; составить и опубликовать каталоги и карты; обеспечить содержание и сделать базой специальных экскурсионных туров, в первую очередь – международных. Придать широкой огласке тот факт, что само название «Сочи» (на адыгских диалектах – «Шаче», «Шадже», «Шеудже» и т.д.) означает «Миссия», т.е. центр Христианских миссионеров! Развёртывание данного проекта снимет многие риски, отягчающие сегодня проект Олимпиады 2014.

7.14.2. «Императорский Сочи». В составе России Сочи оказался усилиями великого князя Михаила и ряда других членов императорского дома Романовых. Необходимо обозначить места их пребывания на Западном Кавказе, создать каталоги и карты, специальные туры и т.д. Это позволит привлечь к модернизации Западного Кавказа сегодняшних потомков императорского дома и родственные им владетельные дома Европы (английская, датская и др. королевские семьи).

7.14.3. «Гора Леопардов» - шефство местного отделения ВПП ПД в Сочи над проектом восстановления популяции леопарда (при консультации председателя Комиссии); прямые связи с фондом Даррелла и его центром (о. Джерси, Нормандские острова); связи со странами-донорами селекционного материала леопардов (Иран, Таджикистан, Туркмения, Англия и др.); организация специальных «леопардовых туров»; популяризация того факта, что в урочище Кбаада (ныне – Красная Поляна) было древнейшее общекавказское святилище, связанное с культом леопарда (на адыгских диалектах – «хьашыумышэ»), подобное тому, что описано в Библии («Песнь песней», 4:8, Елизаветинский текст: «Гряди … прiиди и прейди из начала веры … от горъ пардалеоовъ»; в синодальном переводе вместо слова «вера» оставлена семитская калька «Аман»). Сочи должен стать «центром леопарда» - не хуже, чем всемирно известные «центры панды» в Китае.

7.14.4. «Сочи фестивальный» - разработан детальный проект создания на базе олимпийских сооружений всепогодного и круглогодичного центра фестивалей современной молодёжной музыки. Это позволит, в т. ч. зимой, обеспечивать мощный приток туристов.

7.14.5. «Сочи биатлонный». В связи с сооружением в Сочи олимпийских трасс для состязаний по биатлону, мастерами спорта по которому являются наши волонтёры, уже сейчас в городе может быть развёрнута массовидная кампания по пропаганде здорового образа жизни на основе биатлона. Могут быть развёрнуты и летние состязания по биатлону (роликовые лыжи) среди волонтёров партии и т.д.

7.15. «Второй Фронт» - формирование общественного движения вокруг ВПП ПД. Мы оставляем термин «Народный Фронт» и риторику фронта восточного (Сталинград, Малая Земля, Кёнигсберг и т.д.) национальному лидеру России, но подчёркиваем, что был и другой фронт; символичны и его победы (Тунис и Бизерта, «Оверлорд» и «Алсос»). Победа над тоталитаризмом – плод усилий двух фронтов, плод Объединённых Наций. Мы убеждены: модернизация России возможна и сегодня лишь совместными усилиями Народного и Второго Фронтов.

8. Модернизация публичной дипломатии

8.1. «Наши эмигранты» - развернуть массовую работу со всеми выходцами с Западного Кавказа, проживающими за рубежом, с целью привлечения инвестиций и модернизационно-инновационных идей, программ и проектов. С теми из эмигрантов, которые сохранили российское гражданство, РОКК ВПП ПД будет вести электоральную работу по привлечению их на выборы с целью проголосовать за партию «Правое Дело».

Электорально-значимые группы наших сторонников, при этом, уже выявлены в США, Германии и т.д.

8.2. «Наши соседи» - активизация работы с Крымом и Абхазией (в первую очередь – в указанных электоральных целях с постоянными или временными жителями, имеющими право голосовать на российских выборах).

8.3. «Наша зона ответственности» - аналогичный предыдущим проект по работе со странами, входящими в зону ответственности «публичной» («народной», т.е. неправительственной) дипломатии, осуществляемой РОКК ВПП ПД, такими как: Турция, Болгария, Греция, Кипр, Израиль и др.

8.4. «Наши побратимы» - усилить участие РОКК ВПП ПД в движении «городов – побратимов», участвовать в соответствующих мероприятиях городов и других муниципалитетов Краснодарского края; приоритетом считать развитие проекта «Краснодар – Карлсруэ» (в т. ч. структурирование народно – дипломатических усилий). Необходимо добиваться того, чтобы каждый муниципалитет края установил побратимские связи с одним из муниципалитетов Крыма и с одним из таковых Абхазии.

8.5. «Межпартийные связи». Необходимо развивать и усиливать результаты, достигнутые РОКК ВПП ПД по установлению прямых, горизонтальных, межпартийных связей с региональными парторганизациями идеологически сходных партий.

Сегодня установлены прямые связи с организацией ХДС города и округа Карлсруэ, с Крымской Республиканской Организацией партии Регионов Украины, с рядом местных отделений Демократической партии США и др.

Необходимо активизировать внедрение достижений по установлению международных связей с родственными партиями за рубежом, которые достигнуты федеральным руководством ВПП ПД, в процесс модернизации Западного Кавказа.

8.6. «Парапартийные связи». Необходимо создать общественную организацию – благотворительный фонд (например: «Фонд памяти товарищества «Бранобель» в Екатеринодаре»; Христианско-демократический Фонд» - для связей с фондом Аденауэра и другими германскими парапартийными фондами); институт (по типу «Национального Демократического института» или «Международного Республиканского института» - парапартийных структур США).

Это усилит роль ВПП ПД в модернизации Западного Кавказа и России в целом.

WESTERN  CAUCASUS  MODERNIZATION

Press-release № 52 of the Commission for party-construction and cooperation with the international Christian-democratic movement, religious and human rights organizations (further Commission) of the Political council of the Regional Organization in Krasnodar Territory (further – PRO KT) of the all-Russia political party “Right Case” (further – APP RC)

(The special translation for pastor Doctor Gerhard Leiser, with compliments and some additions, elaborated since 11.08.2011)

1. Commission in agreement with the ROKT chairman G. G. Davitlidze and with participance of the local party branches (in Sochi – with L. I. Rubanik ahead; in Apsheronsk district – with sheikh Hassan-hadji Gurji-ogly ahead; in Slavyanck-on-Kuban, etc.) has prepared the suggestions for the regional component of the APP RC  elections programme. They constitute the regional programme “Western Caucasus Modernization”, the theses of which has been decided to spread in the form of this press-release.

2. Social-political situation

2.1. The August 1991 revolution has created the contemporary Russian Society, where the ideas of market, anti-communism, civil society, lawful and democratic state are dominating. In this society – in fact – the dominating spiritual and identificating element is the Moscow Patriarchate (“the preceding church” in the terminology of the patriarch). This society is friable and amorphous. The only factor to ensure its’ unity and entity is the iron hoop of the political efforts of the ruling “United Russia”.

2.2. Out of the boundaries of this society five main destructive actors exist, trying to demolish it:

2.2.1. Stalinism;

2.2.2. national-socialism;

2.2.3. khalifate;

2.2.4. separatism (the home apo-sovereignty);

2.2.5. external aggression (the external apo-sovereignty).

2.3. In the current moment any oppositionness falls into the number of the instruments to be used by the named above actors (2.2.1. – 2.2.5).

Therefore the June 2011 Congress of the APP PC resolved, that our party was not the opposition. Our task is as much as possible to liberalize, to democratize and to modernize the society, depicted in points 2.1 and 2.2.

2.4. APP RC and its’ ROKT are forming their programme on the basis of the “PROKHOROV Formula”: “We are not the opposition. We are realizing our own original projects”. These projects must not countervail to the ones of “United Russia”, because in this case they will be crushed with the counteracting political mass. These projects must not be identical to the ones of “United Russia”, because in this case they will not have the electoral sense. These projects must be namely original and attention attracting. The authorship of APP RC, of its; leader, of its’ prominent members in those projects must be obvious and indisputable. And namely of such projects does consist the programme “West Caucasus Modernization”.

3. Geopolitical situation

3.1. Physico-geographycally the Krasnodar Territory (with Adygeya and bordering Abkhazia) is the Western part of Caucasus – the Western Caucasus. It includes the Western part of the North Caucasus (and of the Precaucasia) and also the Western part of the Transcaucasia (the Black Sea coast and the adjoining regions of the Great Caucasus Southern slopes).

3.2. Politically the “North Caucasus” (North Caucasian Federal district) is today the name of the North-Eastern part of the Caucasus.

3.3. The uniqueness of the Krasnodar Territory is in that fact, that it has remained the only exit of Russia to the Black Sea.

3.4. The Western Caucasus is the instrument, with the help of which Russia is solving its’ tasks on the Mediterranean and Middle East direction. Only coming out of this thesis it is possible to understand the situation, to prognose its’ development in the region and to offer the programme of its’ modernization.

4. Hydrosphere modernization

4.1. The Commission chairman, having worked in the mutual Anglo-Russian project (1991 – 1998) for the modeling of the climate global changes, formulated the thesis (1998), that during the XXI-st century the Western Caucasus climate would become more and more humid; such phenomena, as tornadoes, landslides, floods, submergences, overmoisturizings, etc. would be more frequent. Without taking of the system of the special measures of the hydrotechnical, meliorating and water managing character life on the significant areas of the Western Caucasus will become impossible. The named Commission chairman thesis must be put into the basis of all the plans and programmes to develop the region (from short-term to the long-term ones).

4.2. The measures are necessary to clean and to deepen the reservoirs chalices and river-beds of the Western Caucasus (of the Kuban itself, of the mountain and steppe rivers) with the obligatory periodical inert materials removal out of them.

4.3. On the basis of the “Kuban Sea” (Krasnodar reservoir) dam is necessary to create the Krasnodar hydro-electric power station (HEPS). Without it the city is being strangled with the lack of the electrical energy. (The necessity of such a HEPS was shown with the labours of the scientific school of E. P. ALYOSHIN, on the basis of which it had been created the huge water-managing complex on the Kuban river, including the Krasnodar reservoir with the volume of 3,5 milliards of cubic metres and 240 000 hectares of the engineer meliorative systems; this project envisaged the HEPS construction – but the complex had been put into operation without it in 1976; in 1977 the USSR State Award in the sphere of science and technology was awarded for its’ creation). The completion of the named giant complex with the creation of the Krasnodar HEPS is the break-through step in the Western Caucasus hydrosphere and energetics modernization.

4.4. It is necessary to return to the problem of the compensation for those persons, who were transferred from their habitation places in the result of the reservoir (4.3.) chalice construction. The reservoir is vitally important – nearly every year it saves Krasnodar and Kuban lowlands (2 millions of population) of the catastrophic floods. It means, however, that the forced resettlers are to be rewarded by the thankful people of Russia. We suggest to provide every resettler with 10 ha of land as a compensation.

4.5. It is necessary to deepen the beds of the rivers Kuban and Protoka in the regions of their exit into the Azov Sea – it will ensure the absence of the winter ice-blockings in those rivers and of the connected with them floods; and also – which is very important – it will let ensure the activization of navigation in Kuban.

4.6. It is necessary to restore the flow of Kuban into the Black Sea through the Kizil-tash firth (it had been thoughtlessly liquidated in the end of the XIX-th century). It will let improve the navigation (Krasnodar will become the Black Sea port); it will restore the island status of Taman, which is necessary for the reconstitution of the Western Caucasus ecological stability; it will diminish the risk of floods (the surplus water throwing into the Black Sea); it will let restore the circumtamanian flock of sturgeon (with its’ Black Sea component).

4.7. All the Kuban-riverside towns must become the ports of the system river – sea. With the special barges grain and other cargoes can be transported out of them (today grain goes only through Novorossiysk). Through the European rivers and channels barges go from Antwerp to the Danube mouth. The offered system of measures will connect the Western Caucasus with the systems of river navigation of Eastern, Central and Western Europe with the help of water transport.

4.8. The “revolution” is necessary in the system of cleaning constructions and installations, because today the most part of the city sewages and of the agricultural farms ones of the Western Caucasus are being thrown into the water pools (rivers, seas) without any cleaning.

4.9. The most important project is the liquidation of the objects, which are the sources of radioactive contamination of water and soil in the Western Caucasus (including the object inside the city boundaries of Krasnodar, the object in Krymsk district, etc.), the help to Abkhazia in the work with “Red Mountain” (in Rus. “Krasnaya Gora”)), the severe control of the radioactive safety of the cargoes, imported and exported through our ports. The project has been elaborated with the “Radiation Control” firm under the Commission chairman consultation.

5. Lithosphere modernization

5.1. The lithosphere (the “stone” part of the surface) of the Western Caucasus is being used today extremely uneffectively. In the middle of the XX-th century 80-ies years the Commission chairman formulated the thesis, that the named uneffectiveness was caused with the wrong strategy of road building, namely: the roads were being built along the Caucasus, while the roads were necessary to be perpendicular to the Great Caucasus ridge direction. The absence of such roads makes prolong sufficiently the “shoulders” of the transportations (“to loop” around the ridge), increases the pressure on the roads and contamination of the atmosphere. Even more, any rain or landslide is able to cut off the Black Sea towns, the connection with which is going on through the only thread of the seaside road. This puts under the threat the very presence of Russia at the Black Sea.

5.2. The main perpendicular roads, which are categorically necessary to be built, are following:

5.2.1. Abinsk – Ghelendjik;

5.2.2. Maikop – Dagomys;

5.2.3. Maikop – Krasnaya Polyana;

5.2.4. Cherkessk – Sukhum.

Note: the road 5.2.3. will straightly connect the center of Russia with the transport cluster (aviation, sea, railroad, etc.), being formed along the axis Krasnaya Polyana – Imeretinskaya depression; it will let the transport stream pass by Krasnodar; it will give a push to the development of the depressive districts of the territory.

5.3. to avoid the landslides in the mountains it is necessary to build the roads along the direction of the mountain streams, and not across them. Anti-landsliding strategy, therefore, as well demands the construction of the roads, perpendicular to the ridge direction.

5.4. Physical-geographically the Caucasus and Crimea constitute the entitious “Crimea – Caucasian physical-geographical country”. This natural unity must be confirmed with the construction of the bridge passage over the Kerch strait.

5.5. It must be reformed the transport system of Krasnodar (the long-term project – the metropolitan underground; the medium-term project – the high-speed tram, based on the experience of the Krasnodar sister-city – Karlsruhe, Germany; the immediate projects – the opening of the through movement along the streets, closed with the political weak will or with the evil intention, e.g., along the Gogolya street, the streets in the Vsesvyatskoe burial, etc.).

5.6. Krasnodar must become the center of the aviation connections with Ukraine and Crimea, with the big number of the cities of Europe, Russia, Middle East. It will be the most important step in the Western Caucasus modernization (including the diminishing of the anthropogenic pressure on its lithosphere).

6. Biosphere modernization

6.1. The loudest slogan in Kuban history is “The million tons of Kuban rice’. Politically in Soviet era it belonged to the ruling party. In the new Russia this slogan was again proclaimed (2010) with the ruling party – “United Russia” – and its’ Territorial leader. However the ROKT of APP RC lays the special stress on the fact, that “the million tons of Kuban rice” is the biological and science-technical product of the ALYOSHIN scientific school. Technically such a record result was achieved only once in 1980. Today the task is staying: on the basis of the new scientific discoveries to achieve again “the million level” and to make such a result be a norm henceforth.

6.2. One of such outstanding achievements is the new rice variety KHAZAR (the Commission chairman is the coauthor of the variety and the author of its’ trade mark). In 2010 it on the square of 30 000 ha gave the yield of 210 000 metric tons of grain (i.e. 7,0 t per ha!). ROKT of APP RC considers the maximally wide use of KHAZAR and other new cereal varieties to be the must. (Note: the wide spreading of rice variety KHAZAR is corresponding with the fact, that the national leader of Russia, visiting 10.08.2011 the excavations of the Pontical king Mithridates VI Eupator palace on the Taman, declares, that in the area of the today Krasnodar Territory many peoples had their habitation, including the Khazars – http://premier.gov.ru/events/news/16173).

6.3. The wide introduction is necessary of the principally new forms of plants (short vegetation and cold tolerant sunflower mutants; new forms of the durum wheat; introduction into culture of the “wild rice” – Zizania; introduction of the new subtropical plants; active using of the selection achievements in the decorative gardening and in flower industry, e.g. the using of the new iris variety “Mikhail Prokhorov”, created by our volunteers, etc.).

It is necessary to restore the plant industry traditions of baron von Steingel and the viticulture and wine-making ones of prince Golitsyn.

6.4. The strictest measures are necessary to guard the tertiary period Pontic flora relict – the sparse growth of junipers at the Black Sea coast region between Abrau-Dyurso and Anapa; including the measures on the basis of functioning of the new reservation in Utrish region.

6.5. Into the Black Sea it is necessary to introduce the cod – the valuable fishery fish, the feeding basis of which consists of jellyfishes (now the latters have become the “whip” for the tourists, having multiplied upon the sewages, being thrown into the sea, and having no natural enemy in the given aquatory).

6.6. It is necessary to restore the Black Sea and the circumtamanian flocks of the sturgeon and other fishes of this family.

6.7. It is necessary to continue the active multiplying and settling over the Western Caucasus of the restored population of aurochs; to intensify its’ study and controlled and regulated excursions to the places of its’ habitation.

6.8. It is necessary to restore the population of the Caucasian leopard. The political component of the given project and the basing of its’ public importance belong to the national leader of Russia – the chairman of the “united Russia” party personally. Meanwhile the biological aspect of this project has been developed since 1996 by the Commission chairman together with the “Jersey Wildlife Preservation Trust” of Gerald Durrell. Commission suggests to use the ideas of Durrell (the multiplication of rare and disappearing animals species in the special centers – the analogues of the vavilovian plant collections with the following using of the progeny for natural populations restoration) also for the restoration of the other rare animals populations.

6.9. The straight connection between the Caucasus leopard population restoration on the Western Caucasus project and the “Right Case” party is confirmed with the official publications of the resulting documents of the public hearings upon the Krasnodar territory budget. Thus APP RC with the full reason may consider the leopard to be, though symbolical, but the party volunteer. This volunteer during the all-people voting, having been publicly shown through the First channel of the federal TV, has splendidly won a victory over, though symbolical, but a bear in a competition for the right to be the talisman of the Olympics 2014 in Sochi (27 % of votes against 16 %).

7. Nous-sphere modernization

7.1. The rebranding of the Krasnodar Territory is necessary. The regional branch of the ruling party uses as the Territory brand the slogan: “Kuban is the Cossak Territory” (in Rus.: “Kuban – kazachiy krai”). Commission recommends to leave this slogan to the named party, and in the agitation work of APP RC to use the own slogan: “Kuban – the true daughter of Caucasus, the pearl of Russia”. Such rebranding takes into account those facts, that the persons, considering themselves to be the Cossacks, constitute less, than 1 % of the Territory population; that the region of the Krasnodar Territory was the “Cossack area” only in the period of 1864 - 1917 (and the Black Sea coast that time was the separate guberniya of Russia); that the national leader has included in his rhetoric the term “the pearl of Russia” (the speech in Kislovodsk, 04.08.2011).

It is necessary to take into account, that the RF President demands the local authorities to lead the policy in the interests of all the groups of the population, not in the interests of some one of them; that the national leader put the stress on the mutual-Russia patriotism.  In this sense the slogan of the ruling party Territorial branch stands further from the position of the Russia leadership, than our suggested slogan. The unique electoral collision has appeared; it was not we to create the one, but we must use it: let for the Territorial branch of the ruling party vote those, who thinks, that “Kuban is the Cossack Territory”; let for the “Right Case” vote those, who thinks, that “Kuban is the true daughter of Caucasus, the pearl of Russia”.

7.2. It is necessary – as the element of de-stalinization – to demand the removal out of the official coat of arms and flag of the Krasnodar Territory of the images of two ribbons of the order of Lenin. In the historical center of Krasnodar - the capital of the Krasnodar Territory - it is necessary to create the intercity district "Ekaterinodar" to return into the turn-over the prerevolution city name.

7.3. It is necessary to immortalize the memory of the leaders of the Volunteer Army (in Rus.: “Dobrovol’cheskaya Armiya”, “Dobrarmiya”): Denikin, Alexeev, Kornilov, Dragomirov, Geiden, Lukomskiy, Romanovskiy, etc., - the staff of whom in 1918 – 1920 was situated in Ekaterinodar (Krasnodar), which was that time in fact the capital of the liberal and anti-communist Russian republic. The memory of “Dobrarmiya” is organically connecting itself with the today volunteer movement; and the Denikin memory – with the idea of the “second front” – the wide public movement to be formed around the APP RC.

7.4. It is necessary to raise the status of the public and state (including the structural one) cooperation with the Krasnodar Territory moslems, e. g. leaning upon the authoritative Islamic sheikhs, who shares the APP RC ideas, and cooperating with the sufi orders (Mevlyavia, Nakshbandia, Kadyriya, etc.), etc.

7.5. It is necessary to take into account that islam in the Western Caucasus is inseparably connected with Crimea (Qirim). In this connection it is the must to develop the contacts with the mejlis of the Qirimtatar people, and also to support the nomination of the leader of the latter Mustafa-aga Abduljemil Qirim-oglu (Mustafa Jemilev – “the Son of Crimea”) for the Nobel peace award. It is necessary to take into account, that Mustafa-aga is the world known human rights defender and pacifist, the spiritual heir of Ismail Gasprinskiy, Leo Tolstoy and Mahatma Gandhi. In former USSR “in a caliber” with him only Sakharov could be compared, and on the post-Soviet space there is nobody to be put side by side with the “Son of Crimea”.

In this question it is necessary to take into account, that the famous – having stirred up all the country! – “Kushchyovskaya massacre” (04.11.2010 – on the day of the “Kazan God-mother icon”) was nothing else, but the extermination of the family and guests of the Qirimtatar farmer Server Ametov (in total 12 humans were murdered). This event also has produced the political collision, namely: the RF President had dismissed the general – the chief of the Kuban militia, considering him to be responsible for the situation in the Territory to favour the massacre, but the Council for human rights of the Territory administration (in the person of its’ vice-chairman) publicly (through “Rossiyskaya Gazeta” – the official Government federal newspaper) condemned the President for this decision.

7.6. It is the must to return to the believers the historical German Evangelical kirche in Krasnodar (the memorial of the XIX-th century) and to create on its’ basis the “German spiritual, scientific and cultural Center for the South of Russia”. Our connections with CDU and with the sister-city of Krasnodar – Karlsruhe (Baden, Baden-Wurttemberg, Germany) must be widely used for this purpose, including the possibility of cooperation with KIT (“Karlsruhe Institute for Technologies” - German world known center of nuclear and nanotechnological researches, which is ready to contact with us, and it is in the situation, when the Krasnodar Territory, to say it softly, does not shine in these innovation spheres).

7.7. To restore the justice for the other peoples, repressed with the Stalin deportation and living now in the Western Caucasus (Poles, Batumi Kurds – Kurmanches, Khemshils, Turks-Meskhetians, Greeks). It is necessary to support them in culture-historical aspect, as well in the aspect of compensations.

7.8. To develop actively the anti-fascist tradition of Kuban. The project “The Antifascist Kuban” must include the immortalizing of the memory of the “Krasnodar processes” (of 1943 and following years) and the unmasking of everybody, who in the ranks of collaborationists fought against the United Nations.

7.9. The project “Young Volunteers” – the support of the youth groups, sharing the ideals of APP RC. First of all these are the groups of the young Christian Democrats. They go out of the fact, that in “Christian” Russia the absolute majority of the people to name themselves the “Christians” are not the democrats, and the absolute majority of the “democrats” are not the Christians. Therefore the young volunteers are acting under the slogan: “Let us make the Christians be the democrats, and democrats be the Christians!”

7.10. It is necessary to support the projects of young volunteers to study the influence of citing of the Bible by the leaders of Western democracies (USA, Europe) in their public speeches on the mass consciousness; to establish the straight contacts with the youth wings of the Christian-democratic parties (in August 2011 our volunteers for the first time  were invited into the leaders group of the huge international Christian-democratic event for young people in Bad-Blankenburg, Germany; the chairman of the CDU fraction in the Bundestag of Germany – Volker Kauder in person – took part in it); to organize the international amateur  bicycle marathons (in August 2011 our volunteers for the first time were included into the amateur national bicycle team of RF for the participance in the rally ‘Paris – Brest of Normandy – Paris”, where more than 6 000 amateurs of all the world are to take part).

7.11. It is necessary to unroll the project to use in the sphere of brands of the possibilities, caused with the fact, that our youth leader is named Yura Voroshilov. This gives him the right to permit the using of the brands: “Voroshilov”, “Voroshilov volunteer”, “Voroshilov shooter”, etc. (Note: Voroshilov – the USSR Supreme Soviet Presidium Chairman in 1953 – 1960; the hero of the civil war, etc.).

7.12. It is necessary to unroll the campaign of making gifts on behalf of the party leader (or its’ ROKT, etc.) of the copies of the Bible in the new Russian translation – this edition was published in 2011 by the Russian biblical Society with the support of the friendly to APP RC religious unions. Neither “United Russia”, nor the “Preceding church” do use this project. At the same time even now it is exerting the powerful influence upon the mass consciousness of the Russians (a billow of the translations in federal TV, of media and internet publications). Nothing remains, but to direct this influence in favour of APP RC.

7.13. “Copa Genovese” – the special project, based on the fact that Slavyansk-on-Kuban (the district center of the Krasnodar territory) is the former Genoa colony Copa. There were about half of a hundred of such colonies at the coast of the Black Sea, including about ten ones in the area of the today Krasnodar Territory, and about else thirty ones in the areas of Crimea and Abkhazia. It is necessary to develop these traditions, e.g. to create the international brotherhood of the cities – “Copa Genovese” (“The Genoa Chalice”), - into which the former Genoa colonies all over the Mediterranean Sea could have entered. This union could have worked like the culture-historical union of the towns of Hansa in Baltics. “Copa Genovese” is the bridge to the Mediterranean culture and Italian technology and economics for Slavyansk and other towns of the Western Caucasus. The project “Copa Genovese” is based on the data of the fundamental monography  “The Land of Adygs” (2-nd ed., publishers “Adygeya”, Maikop, 2001, 1004 pp., 200 ill., the authors: Sheudjen A.H., Galkin G.A., Tkhakhushinov A.K. – the President of Republic Adigeya, Alyoshin N.E. – the Commission chairman, Kushu A.A., Sheudjen B.E.), which is inseparably connected with the “Right case” party.

7.14. Sochi

The most important for this city is, without any doubt, the Olympic project, which is connected with “United Russia” and its’ leader personally. Commission, however, offers for the Sochi the whole cluster of the original projects, which will let the city and region use the Olympic infrastructure and buildings even after the Olympics 2014. These projects are following:

7.14.1. “Sochi – the ancient Christian city”. There are more, than 50 objects, which are the former Christian temples (of the apostolic, Byzantine, Genoa and Ubykh epochs) in Sochi . All of them must be led into the condition, worthy of the objects of the world culture historical inheritance; it must be composed and published the catalogues and maps, the objects must be kept and must be the basis for the special excursion tours, first of all – international. It is the must to proclaim widely the fact, that the very name “Sochi” (in Adyg dialects – “Shache”, “Shadje”, “Sheudje”, etc.) means “The Mission”, i.e. the center of the Christian missionaries! The unrolling of the given project will take off numerous risks, burdening today the project of Olympics 2014.

7.14.2. “The Imperial Sochi”. In the content of Russia Sochi appeared with the efforts of the Grand Duke Mikhail and a number of other members of the Imperial house of the Romanovs. It is necessary to designate the places of their being in Western Caucasus, to create the catalogues and maps, to organize the special tours, etc. This will let involve into the Western Caucasus modernization the today successors of the Imperial House and related to it potentate European Houses (the English, Danish, etc. royal families).

7.14.3. “The Mountain of Leopards” – the patronage of the local APP RC branch in Sochi over the project of leopard population restoration (under the consultation of the Commission chairman); the straight contacts with the Durrell trust and its’ center (Jersey island, the Channel islands); the connections with the countries to be donors of leopard selection material (Iran, Tajikistan, Turkmenistan, England, etc.); the organization of the special “leopard tours”; the popularization of the fact that in the Kbaada glade (today – “Krasnaya Polyana”) it was the most ancient all-Caucasian shrine, connected with the cult of leopard (in the Adyg dialects – “Kh’ashyumyshae”), similar to the one, depicted in the Bible (LXX, Canticum, 4:8: “eleusae kai dieleusae apo archaes pisteoos … apo oreoon pardaleoon”. In KJV instead of the “beginning of faith” is left the Semitic transliteration – “the top of Amana”; the same in Luther: “der Hohe des Amana”). Sochi must become the “center of leopard” – not worse, than the world known “centers of panda” in China.

7.14.4. “The Festival Sochi” – the special detailed project has been elaborated to create on the basis of the Olympic buildings the any weather and all year round center of the festivals of the modern youth music. This will let, even in winter, to have the powerful stream of tourists.

7.14.5. “The Biathlon Sochi”. In connection with the construction in Sochi of the Olympic routes for the biathlon, the chairman of the federation of which is the APP RC leader Mikhail Prokhorov, even now in the city it is may be unrolled the campaign for healthy mode of life propaganda on the biathlon basis. The summer biathlon competitions (roller skies) also may be unrolled among the party volunteers, etc.

7.15. “The Second Front” – the forming of the public movement around the APP RC. We leave the term “Peoples’s Front” and the rhetoric of the Eastern Front (Stalingrad, “Little Land” - “Malaya Zemlya”, Konigsberg, etc.) to the national leader of Russia, but underline, that it did exist also the other front, the victories of which were also symbolical (Tunis and Bizerte, the “Overlord” and “Alsos”). The victory over the totalitarism was the fruit of the efforts of two fronts, the fruit of the United Nations. We are sure: the modernization of Russia is possible even today only with the mutual efforts of the People’s and the Second Fronts.

8. The Public Diplomacy Modernization    

8.1. “Our emigrants” – to unroll the mass work with all the outcomers from the Western Caucasus, living abroad, with the aim to bring the investments and modernization-innovation ideas, programmes and projects. With those emigrants, who keeps the Russian citizenship, the APP RC ROKT will lead the electoral work to involve them into the elections with the aim to vote for the party “Right Case”. The electorally-significant groups of our supporters have been always found in USA, Germany, etc.

8.2. “Our neighbours” – the activization of the work with Crimea and Abkhazia (for the first turn – with the named electoral aims with the constant or temporal inhabitants, having the right to vote at the Russian elections).

8.3. “Our zone of responsibility” - the analogous with the previous project to work with the states, being the parts of the zone of responsibility of the “public” (“people’s”, i.e. non-Government) diplomacy, realized by the APP RC ROKT, such as: Turkey, Bulgaria, Greece, Cyprus, Israel, etc.

8.4. “Our sister-cities” – to enforce the participance of the APP RC ROKT in the “sister-cities” movement; to take part in the connected actions of the towns and other municipalities of the Krasnodar Territory; to have for the priority the development of the “Krasnodar – Karlsruhe” project (including the structuralization of the people’s diplomacy efforts). It is necessary to demand the aim, that every municipality of the Territory would have established the “sister” connections with one of the municipalities of Crimea and with the analogues one in Abkhazia.

8.5. “Interparty connections”. It is necessary to develop and to enforce the results, achieved by APP RC ROKT in establishing of the straight, horizontal, interparty connections with the regional party organizations of the ideologically similar parties. Today the straight connections have been established with the CDU organization of Karlsruhe, with the Crimea Republic Organization of the Party of the Regions of Ukraine, with some local branches of the USA Democratic party, etc. It is necessary to activize the introducing of the achievements in the establishing of the international connections with the relative parties abroad, which were reached by the APP RC Federal leadership, into the Western Caucasus modernization process.

8.6. “Paraparty connections”. It is necessary to create the public organization – the charity foundation (e.g. “The Foundation of the Memory of the joint-stock company “Branobel” in Ekaterinodar” or “The Christian Democratic Foundation” – for the connection with the Adenauer foundation and other German paraparty foundations) or the institute (similar to “National Democratic Institute” or “International Republican Institute”, which are the USA paraparty structures).

It will enforce the role of APP RC in the modernization of the Western Caucasus and of Russia as a whole.
