The face of
the first POTUS symbolizes a clear and self-evident thought, that the people
has the right to uprise, “when a long Train of Abuses and Usurpations, pursuing
invariably the same Object, evinces a Design to reduce them under absolute
Despotism, it is their Right, it is their Duty, to throw off such Government,
and to provide new Guards for their future Security” (“Declaration of
Independence”, 04 July 1776).
Washington refused the idea to make German be the official language of the United States. With this he annuled the possibility of the creation of the global Germany.

Thus, he had founded the political tradition, which became the law (as the 22-nd Amendment of the USA Constitution) on the 01 March 1951. The third term of the Presidency appeared to be the main political and constitutional problem of the modern Russia.
