Yves Sillard, who was NATO assistant Secretary General for science and environment and the former commander of the Kourou cosmodrome and the director of the Oceanography Insitute, named after Jacques Yves Cousteau, wrote some letters to N. ■ Dear Professor Alyoshin,
Thank you
for your three letters, which provided very interesting information about the
situation in your country and, more specifically, in the Krasnodar Territory. I
understand that you have to face very difficult working and living conditions
and I do hope that this situation will improve as soon as possible, although it
will probably take a few years to find solutions to the enormous challenges set
by Russia.
In a modest
way the NATO Science Programme is trying to help scientists from your country
and from the Eastern European countries to create new links with the
international scientific community. It has been fully reoriented in 1998
towards promoting cooperation in all civilian scientific and technological
areas between NATO and Eastern countries. New documentation on this Programme
is under preparation and will be available on the NATO web site
(http://www.nato.int/science) at the beginning of next year. In January, I shall send you this
documentation in written form.
Despite the
difficult problems you have to overcome, allow me to wish you a very happy New
Year.
